What is the Charter Review Commission?

The Home Rule Charter requires review by a 15-member elected Charter Review Commission. Three members are elected from each of the five County Councilor districts. Under the Charter, the next election for commission members will take place in November 2025.

Here’s the relevant section from the Charter regarding the Commission:

Section 9.1: Charter Review Commission

Election and Period of Office

Five years after the adoption of this Charter and at least every five years thereafter, the council shall facilitate the election of a Charter Review Commission. The commission will consist of fifteen members, elected on a nonpartisan basis, with three representatives from each council district.
No primary will be held for this election. The election shall occur during the November general election.
The term of office for commission members shall be two years or until the commission concludes its work, whichever occurs sooner.
Meetings may take place at appropriate times and locations within Clark County. Public notice of each meeting must be provided in a countywide newspaper and posted on the county’s website at least 14 days in advance.

2025 Charter Review Commission

You’re probably familiar with the U.S. and Washington State Constitutions—but you may not realize that Clark County also has its own constitution, known as the Home Rule Charter. This Charter grants greater local autonomy and self-governance, a power only seven counties in Washington have. Built into this Charter is a mandated review process: every five years, 15 Charter Review Commissioners are elected to propose amendments for voter approval.

Unfortunately, the last Charter Review Commission failed to enhance the Charter in ways that would benefit everyday citizens. Instead, they pushed amendments that created confusion and served political agendas. For example:

A “woke” preamble (failed) that would install a politically charged "land acknowledgment" in the Charter.
Creation of a DEI office (tried twice, failed both times)
A rule allowing elected officials to appoint their successors—even if removed for criminal behavior (passed)
Ranked Choice Voting (failed)
Eliminating the Chair position (passed), which conveniently redistricted three Republican councilors into the same district
Rebranding partisan positions as “nonpartisan” (passed) — a move that gives voters less information, not more, and adding labels to positions won't change the political nature of elected officials.

Clark County NEEDS Charter reforms that strengthen public safety, improve transportation priorities, enhance transparency and accountability, balance the budget, and require a supermajority for all tax increases. Charter amendments that put you first rather than special interest groups.
